A method for selecting a network using an RB(Roaming Broker) is provided to be used for a network environment having one or more RANs(Radio Access Networks), one or more CNs(Core Networks), and one or more SNs(Service Networks). When identification information of a particular network combination selected from a plurality of network combinations is obtained, it is registered to an RB(Roaming Broker)(218) by a UE(User Equipment)(102)(1008). The RB(218) checks whether an additional network combination is more suitable for the UE(102)(1010). A redirector message, including identification information of the additional network combination for allowing the UE(102) to be operated so as to select one of the particular network combination and the additional network combination for obtaining a service, is provided to the UE(102)(1012).
