A horizontal resistor transfer pulse generation circuit and an image pick-up device are provided to generate a horizontal register transfer pulse difficult to be affected from a change of an output signal due to a phase adjustment after adjusting a phase. A horizontal resistor transfer pulse generation circuit includes a phase adjustment unit(5) and a horizontal blanking period generation unit(4). The phase adjustment unit(5) generates an output signal to perform a predetermined phase adjustment from a reference signal for generating the horizontal register transfer pulse. The horizontal blanking period generation unit(4) generates the horizontal register transfer pulse to set the horizontal blanking period based on the output signal, the reference signal, and the horizontal blanking pulse. The horizontal resistor transfer pulse generation circuit includes a decision unit(23) to determine a phase difference between the output signal and the reference signal.
