Provided is an aqueous concrete composition which provides a low-pyrogenic concrete structure having improved durability owing to increased chemical resistance and freeze-thaw resistance, and crack resistance. The aqueous concrete composition comprises sulfate-resistant cement, coarse aggregate having particle size of 25 mm or less, silica-based fine aggregate having fineness modulus of 2.92% and not comprising salt, CSA expansive additive, lignin-based flowing agent, water, and water-reducing agent. On blending of the composition, water is mixed with 28.33-29.0 wt% of silane resin so that the composition is applied on aggregate, and thus penetrating, mineral composition having solid content of 42-68% and specific gravity of 2.4 is prepared and blended.
