<P>PROBLEM TO BE SOLVED: To determine whether or not a viewer purchases merchandise while viewing a program in real time. <P>SOLUTION: A server is connected to a television set 20 used by the user to view a merchandise sale program so that it can execute bidirectional communication, the identification information owned by the television set 20 and the ID number allocated to the viewer 103 are stored so that they are associated with each other, and when the identification information transmitted from the television set 20 is received, the ID number corresponding to the identification information is detected. Then, it is detected whether or not the detected ID number matches an ID number transmitted from a cellular phone 30 when the viewer 103 buys the merchandise, and also, it is detected whether or not a predetermined time has elapsed after the transmission of a broadcast radio wave.
