PROBLEM TO BE SOLVED: To solve a problem of a conventional mobile phone network disaster countermeasure system, wherein a congestion control system section for preventing occurrence of congestion in a mobile phone network in a disaster area and a disaster message board service system section for registering messages from mobile phones in the disaster area and for allowing mobile phones in the whole country to search the messages are in operation on the occurrence of a large scale disaster, that concerned users need excessive access operations because the congestion control system section and the disaster message board service system section are closed independently of each other. SOLUTION: Each of the congestion control system section and the disaster message board service system section disclosed herein includes a means for making communication with external Internet nodes, and the mobile phone network disaster countermeasure system disclosed herein includes: a searching agent that searches registered information in a message board database of the disaster message board service system section on the basis of unrestricted incoming call information transmitted from the congestion control system section; and a mail agent that transmits the searched registered information to a mobile phone with a caller telephone number in a form of mail on the basis of the unrestricted incoming call information.
