PROBLEM TO BE SOLVED: To produce a file wherein information attached to the file is updated without changing a position of the other attached information inside the file. SOLUTION: A comment registration part of a comment editing device reads an attribute block from the JPEG file, updates an offset value of a comment area 305 managed by an attribute table such that the comment area 305 is inserted in the end of the attribute block, writes it in the JPEG file 155 such that a position of the attribute area does not changes, and subsequently writes comment information.
