PROBLEM TO BE SOLVED: To provide an optically functional diffusing plate capable of providing a target diffusion angle and improving contrast performance so as to clearly visualize an image, to provide a reflection type screen having the optically functional diffusing plate, and to provide a method for manufacturing the reflection type screen. SOLUTION: The optically functional diffusing plate is provided with a diffusing plate 13 having ruggedness on the surface and an optical thin film 14 formed on the rugged surface of a diffusing plate 13, wherein the proportion of a film thickness d3 of the optical thin film 14 on a protrusion part of the diffusion plate 13 with respect to the maximum ruggedness difference hmax on the surface of the diffusion plate 13 is≥0% and≤3%, and the proportion of the film thickness d1 of the optical thin film 14 on the recessed part of the diffusion plate 13 is≥4% and≤26%.
