<p><P>PROBLEM TO BE SOLVED: To provide an information recording and reproducing system, an information recording and reproducing apparatus, and an information recording and reproducing method capable of providing an output of a smooth reverse reproduction image without causing intermission to the image even when a reproduction direction is switched from a forward direction to a reverse direction in variable speed reproduction. <P>SOLUTION: B, P, I-pictures of 1 GOP are recorded in a configuration order of I2, B0, B1, P5, B3, B4, P8, B6, B7, P11, B9, B10, P14, B12, B13.
