PROBLEM TO BE SOLVED: To surely prevent the detachment of a cap at the time of using a lock member, and make work efficiency relating to assembling and repair favorable by facilitating the detachment and attachment of the cap. SOLUTION: A small-diameter part 19 with an indented part 23 formed at a base is coaxially formed at the top end of a stepped pin 17 of a lock member 15, and a connection part 25 having a pawl engageable with the indented part 23 accommodated in the outside diameter of the stepped pin 17 in a state of holding the small-diameter part 19, and comprising a plurality of elastic pieces 28 entering guide holes 16 of a gear housing at a lock position is provided to a cap 20 so as to connect the stepped pin 17 with the cap 17 by holding the small-diameter part 19 with the connection part 25. The respective elastic pieces 28 are restrained to move in an enlarging direction for releasing engagement with the indented part 23 in the guide holes 16 at a locked position.
