PROBLEM TO BE SOLVED: To embed watermark having resistance to contents without deteriorating the contents. SOLUTION: An information word extracting part 10 applies a prescribed watermark extraction procedure to original contents of a watermark embedding object to extract an information word corresponding to a watermark. Reference information to be originally embedded in the original contents as a watermark is associated with the information word and stored in a watermark database 18. An information word changing part 14 changes a portion of the extracted information word to eliminate overlapping when the extracted information word overlaps an already registered information word when registering the information word extracted by the information word extracting part 10 in the watermark database 18. A watermark registering part 16 associates the information word whose overlapping is eliminated with reference information and registers the information word in the watermark database 18.
