PROBLEM TO BE SOLVED: To provide a phosphor panel manufacturing method for suitably removing minute projection parts in a phosphor layer by surface-grinding in phosphor panel manufacture, manufacturing a phosphor panel free from image quality deterioration such as a defect owing to the projection parts, further, surely removing the projection parts with very good efficiency, or also preventing image quality deterioration owing to the surface-grinding. SOLUTION: In a first mode, the film thickness distribution of the phosphor layer is learned, and the phosphor layer and a grinding member are relatively moved in a grinding direction while pressing against the grinding member by a pressing member, with a direction in which smaller thicknesses of the phosphor layer are distributed made to coincide with the extending direction of the pressing member, thereby grinding the surface of the phosphor layer. In a second mode, grinding is repeated, with a relative moving distance between the phosphor layer and the grinding member caused to be 50 to 400μm, and preferably 100 to 300μm, while changing the grinding position of the phosphor layer, thereby grinding the surface of the phosphor layer.
