PROBLEM TO BE SOLVED: To provide a tap and a plug capable of properly supplying a cutting oil agent in a through hole, and preventing processing costs from increasing. SOLUTION: In this tap 1, a tap 2 with at least one spiral communication groove 21 recessed on an outer periphery is mounted to a tap body 3, and an oil hole 33 is communicated with the outside via the communication groove 21. Thereby, the cutting oil agent is delivered outward in the radial direction of the tap body 3 by a spiral effect of the communication groove 21, and supplied to the processing face of a lower hole. In this manner, only by recessing the spiral communication groove 21 on the outer periphery of the plug 2, the cutting oil agent can be properly supplied in through hole processing, and the processing costs can be prevented from increasing.
