A mobile reactive barrier and an in-situ remediation of the soil or underground water are provided to secure good mobility in various porous media like sand and soil and high absorption capacity for arsenic, TCE(Trichloroethylene), and PCE(Tetrachloroethylene), and to increase purification efficiency without installing a special purifying facility. The mobile reactive barrier contains a surfactant and S-INP(Dispersed Iron Nano Particle). The S-INP has the average diameter of 0.1~900nm. The S-INP of about 1~5g/l is added. A nonionic surfactant is used as the surfactant of the mobile reactive barrier. The nonionic surfactant includes at least one selected from twin 20(polyoxyethylene sorbitan monolaurate), twin 65(polyoxyethyelene sorbitan tristearate), and twin 80(polyoxyethylene sorbitan monooleate). The surfactant of below 5wt.% is added. The mobile reactive barrier is directly applied on an aquifer or the surface of soil.
