It is intended to provide a novel compound having an excellent PDE4 inhibito ry activity and TNF-.alpha. production-suppressing activity. It is also intende d to provide a preventive and therapeutic agent for atopic dermatitis or the like. The invention comprises a novel phthalazinone derivative represented b y the following general structural formula [1], a pharmaceutically acceptable salt thereof, and a pharmaceutical composition containing the same as an active ingredient.
