<p><P>PROBLEM TO BE SOLVED: To provide a method by which a treating process can be simplified without needing the employment of a large volume of water, and to provide an apparatus therefor. <P>SOLUTION: Transfer screws 22 for transferring a raw material such as waste paper in one direction and a kneading blade group 24 having kneading blades 24a, 24b on the downstream of the transfer screws 22 are disposed in a treating pipe 17.
