PROBLEM TO BE SOLVED: To provide a chemical substance decomposing agent that can effectively decompose chemical contaminant and can be simply used and provide a method for cleaning contaminated substance by using the same. SOLUTION: The chemical substance-decomposing agent includes, as an essential component, a solid hydrogen peroxide generator, when it is dissolved into water, for example, percarbonate salt, perborate salt, alkali metal sulfate hydrogen peroxide adduct, alkaline-earth metal sulfate salt hydrogen peroxide adduct, urea hydrogen peroxide adduct, melamine hydrogen peroxide adduct, amino acid hydrogen peroxide adduct, alkali metal peroxide, alkaline-earth metal peroxide or the like and alkali metal persulfate salt such as alkali metal persulfate salt. In this method for cleaning contaminated substance, the chemical substance-decomposing agent is added to contaminated substance (the contaminated soil or underground water) contaminated with chemical substance such as organic chlorine compound or the like.
