PROBLEM TO BE SOLVED: To provide a subscriber circuit testing device, subscriber circuit testing system, subscriber circuit testing method and subscriber circuit testing program which enable a test of an off-hook detection function and a test for the normality of a voice path to be applied to a subscriber circuit as a series of processing. SOLUTION: A pseudo terminal 204 for a test with a pseudo terminal control part 205 for a test connected thereto is connected to a VoIP subscriber circuit 203 to be a test target, and thus, a direct current loop forming part 245 simulatively forms a direct current loop. When dial tone is returned from the VoIP subscriber circuit 203 to the direct current loop, a telephone number transmitting part 246 transmits a portion of a tone signal constituting a telephone number as a portion for a test, and when the VoIP subscriber circuit 203 stops transmitting the dial tone in response to the transmission of the portion of the tone signal, the VoIP subscriber circuit 203 is determined to be normal.
