PROBLEM TO BE SOLVED: To provide a frame rate conversion apparatus capable of enhancing the image quality even when overrun compensation processing is carried out. SOLUTION: The frame rate conversion apparatus includes: an image memory 32 for temporarily storing received field data; a write control section 33 for controlling write processing of the field data to the image memory 32; a read control section 34 for controlling read processing of the field data stored in the image memory 32; and an overrun compensation processing section 40 that monitors the write processing and the read processing and reads a field image of a just preceding field read when overrun is predicted via the read control section 34 consecutively twice if a danger of the read processing overrunning the write processing is predicted.
