PROBLEM TO BE SOLVED: To provide a business system which implements prescribed business and controls a queue where request information requesting implementation of business is temporarily stored, in which such a problem is avoided that processing requests are increased to reach a maximum value managed by a queue, so that requests can be accepted no more. SOLUTION: When being started (S101), the business system reads in an initially set (default) maximum value Y (the number of messages) of a queue capacity and a thresholdα(%) from a message management information table managed by a message management program and calculates a capacity Y*α(the number of messages) being a threshold (S102) and holds it in a memory (S103). The system reads in a monitor interval T1 (seconds) and a time T2 (seconds) for which queue overflow should be avoided, from the message management information table and holds them in the memory (S104). After this initial processing, monitoring the queue capacity is started (S105), and a registration quantity y (the number of messages) in a DB queue is measured at intervals of the monitor time (S106) and is held in the memory (S108).
