A plastic electrode is provided to induce generated electrons to an electrode and improve a current collecting characteristic by including an electrode structure for increasing affinity between a plastic substrate and a semiconductor oxide while using a hydrophilic compound layer. A hydrophilic compound is formed on a plastic substrate(13). A transparent conductor(14) is formed on the hydrophilic compound. The hydrophilic compound is an organic compound, an inorganic compound or a composition thereof. The inorganic compound is at least one selected from a group composed of SiO2, TiO2, ZrO2, ZnO and Al2O3. The organic compound is at least one selected from a group composed of sulfonic acid, sulfuric acid ester, a silicate compound, an organic compound containing a phosphoric acid group, carbonic acid and a compound containing a polyoxyethylene group.
