PROBLEM TO BE SOLVED: To provide a black level correcting device that precisely perform black level correction control over the video signal of a camera even in case of a light leak to an optical black area. SOLUTION: The black level correcting device is equipped with a mean arithmetic circuit 6 which calculates the black mean value of signal levels of a video signal of a plurality of blocks of the optical black area of an imaging element when the video signal of one frame is outputted from the imaging element, a weighting coefficient arithmetic circuit 7 which determines block weighting coefficients for the respective blocks from the block mean value, and a black level mean arithmetic circuit 8 which calculates a black level correction value for adjusting the black level of the video signal from the block mean value and block weighting coefficients, and calculates the correction value for the black level with high precision even if there is a light leak etc., to the optical black area.
