PROBLEM TO BE SOLVED: To provide a covered cutting tool forming chips and suitable for metal machining work, and its manufacturing method. SOLUTION: This covered cutting tool insert is constituted by accumulating a hard layer band on a cemented carbide alloy, a titanium group or a ceramic group material by CVD, this hard layer band has a total thickness of about 2 to 50μm and includes at least one layer selected from titanium carbide, a titanium nitride, a titanium carbonitride, titanium carbonate and an aluminum oxide, an outside multi-layer of an aluminum oxide layer in a thickness of 1 to 15μm or (Al<SB>2</SB>O<SB>3</SB>+ZrO<SB>2</SB>)×N, and an outermost layer TiO<SB>x</SB>the second to the last x of which is 1 to 2, favorably within a range of 1.3 to 1.9, TiC<SB>x</SB>N<SB>y</SB>O<SB>z</SB>in a thickness of 0.3 to 2μm on the outermost layer specifying x+y+z=1, x≥0, y≥0 and z≥0, favorably a monolayer or multi-layer TiN and TiC or TiC<SB>x</SB>N<SB>y</SB>specifying x+y=1, x≥0 and y≥0, and this manufacturing method continues aftertreatment to remove at least the outermost layer on a cutting blade line and a rake face.
