PROBLEM TO BE SOLVED: To provide a development device for image formation which excels in toner reset properties (scraping property) of a toner bearing member and in reduction of torque, and is superior also in image uniformity because of reduced toner damage, even if the number of printed sheets is increased. SOLUTION: The development device for image formation comprises the toner bearing member, wherein the toner bearing member comprises a metal roller core 201 of which the surface is roughened so as to have ruggedness; and a ceramic covering layer 202 having a coefficient of kinetic friction of≤0.5, disposed on the roughened surface of the metal roller core, wherein the thickness (t<SB>1</SB>) of the ceramic covering layer on projected portions in the metal roller core surface is made smaller than the thickness (t<SB>2</SB>) of the ceramic covering layer on recessed portions.
