PROBLEM TO BE SOLVED: To provide a liquid crystal element and a liquid crystal device which are small in power consumption. SOLUTION: A liquid crystal holding member 33 which have a single pore or a plurality of pores 34 filled with liquid crystal 35 and penetrating the liquid crystal holding member in a substrate direction is held between a first substrate 31 and a second substrate 32, and electrodes 36 and 37 applied with an AC voltage are formed on surfaces of the first substrate 31 and second substrate 32 on sides of the liquid crystal holding member. Further, the liquid crystal 35 which enters one of two stable alignment states corresponding to the level and frequency of the AC voltage applied between the electrodes is charged in the pores. Vertical alignment processing of inside flanks of the pores is carried out and the level and frequency of the AC voltage applied between the electrodes are varied to switch the liquid crystal 35 to one of the two stable orientation states.
