PROBLEM TO BE SOLVED: To work under a low noise and low exhaust emission condition by automatically dropping engine output if a working site of a hydraulic excavator 1 is close to a hospital, a school or the like and noise and exhaust gas are not wanted to be generated. SOLUTION: A GPS control system detects a present location of the hydraulic excavator 1. A device controls to automatically generate engine output under low noise condition even if an accelerator dial 17 is set under high output condition when detected present location is in a low noise zone close to the hospital, the school or the like established beforehand.
