PROBLEM TO BE SOLVED: To provide a rotating tool for friction stir spot welding, the tool that makes smooth and repeated operation possible for friction stir spot welding by effectively relaxing or avoiding a problem caused by adhesion of a material entering into a gap or the like between a probe and a shoulder member. SOLUTION: The rotating tool 10 for friction stir spot welding is equipped with a rod-like probe 12 that is rotatably inserted from one side of the superposed part of a plurality of metallic members to be welded and a cylindrical shoulder member 14 that is externally fitted around the probe, coaxially situated, and provided with a shoulder face which is brought into rotary contact with a face on the one side. The probe and the shoulder member are constituted as separate bodies having a double acting structure separately movable in the axial direction. In addition, a gap between the inner circumferential face of the shoulder member and the outer circumferential face of the probe is designed to be a narrowing gap 22a on the tip end side and an expanding gap 22b on the base side, wherein the expanding gap becomes larger than the narrowing gap.
