A boost DC-DC converter and a semiconductor device having the same are provided to reduce power consumption of the semiconductor device by driving the boost DC-DC converter using a low driving voltage. A boost DC-DC converter includes a voltage source(101), a boost circuit(102), a load(103), a switching element(104), a condenser(106), and a voltage detecting circuit(105). The boost circuit couples an output from the voltage source with an input terminal and a source terminal with an output terminal. The load is connected to the output terminal of the boost circuit and driven by a boost voltage from the boost circuit. The switching element is coupled between the voltage source and the source terminal of the boost circuit. The condenser is coupled between the source terminal of the boost circuit and a ground terminal. The voltage detecting circuit turns on/off the switching element according to a result from the voltage detecting circuit.
