PROBLEM TO BE SOLVED: To provide a radio wave absorber which can be fixed to a concrete wall face in order to absorb unnecessary radio waves generated around an electronic toll collection system (ETC) on a highway with high attenuation even at a narrow incident angle, and to provide a radio wave absorption structure employing the radio wave absorber. SOLUTION: The radio wave absorber is manufactured by integrally sticking a polycarbonate surface protection board 2, a rubber sheet type radio wave absorption sheet 3 arranged on the back of the surface protection board 2, and a reflector 4 arranged on the back of the rubber sheet type radio wave absorption sheet 3.
