PROBLEM TO BE SOLVED: To remove small particles that have infiltrated in the recesses on the surface of a charging roller. SOLUTION: A charging device has charging rollers 116Y, 116M, 116C, and 116K to static charge the photoreceptor drums 111Y, 111M, 111C, and 111K, and brush rollers 117Y, 117M, 117C, and 117K to remove the foreign matters sticking to the surface of the charging rollers 116Y, 116M, 116C, and 116K. The surface roughness (Rz) of the charging rollers 116Y, 116M, 116C, and 116K is set to be 25μm or smaller, and the average spacing (Sm) between the irregularities is set to be 200-300μm on the surfaces of the charging rollers 116Y, 116M, 116C, and 116K.
