PROBLEM TO BE SOLVED: To improve uniform dispersion of coated particle fuel in molded fuel obtained by molding coated fuel particle and graphite matrix. SOLUTION: Coated fuel particle is over-coated with graphite matrix without mixing together. Only coated fuel particle (overcoat particle) over-coated with graphite matrix in this manner is press-molded and fuel compact having a specific uranium quantity and specific graphite matrix density is manufactured.
