PROBLEM TO BE SOLVED: To provide a simplified blinding unit panel for partitioning capable of keeping the privacy and comfortableness to each family or group by subdividing and partitioning an evacuation space in a prearranged school gymnasium, for example, into several divided areas each having a certain predetermined floor area for refugees who are expected to stay therein for a long period of time after a disaster caused by an earthquake or typhoon, etc. SOLUTION: Blinding unit panels made of plastics are combined and connected together to provide certain blinding partition walls surrounding each predetermined floor area. This floor area surrounded by the blinding unit panels for each family or group is useful for maintaining the privacy. Because of the unit panel type adopted for partitioning, the size of the floor area employed can be changed any time after the initial use, and the privacy can be completely maintained because a door is provided for each entrance to the individual floor area.
