PROBLEM TO BE SOLVED: To provide an extremely practical tool holder and a rotary machining device with excellent productivity and excellent safety. SOLUTION: This tool holder comprises a tool holding part 11 mounted to a rotary main shaft 3 of a rotary machining device 2 for rotating a tool 1 for operation, and holding the tool 1. The holder has an air turbine mechanism 4 for rotating the tool holding part 11, and an air supply path 7 for pressure-supplying air is installed to the air turbine mechanism 4. The air supply path 7 is configured to be communicated with a coolant supply path 6 installed to the rotary machining device 2 for supplying a coolant such as oil mist and cutting oil to a work.
