<p><P>PROBLEM TO BE SOLVED: To provide a low-noise heat radiating device and heat radiating method for computer, capable of effectively controlling the noise volume of a fan to reduce the influence of noise on a user. <P>SOLUTION: An electric gate and the fan are provided on a computer body, and a control circuit including a temperature controller is used to change the opening and closing degree of the electric gate and the rotating speed of the fan in accordance with the internal temperature of the computer body. According to this, when the internal temperature of the computer body is reduced, the opening and closing degree of the electric gate is reduced, and the fan rotating speed is reduced.
