PROBLEM TO BE SOLVED: To provide an image forming apparatus with a developing apparatus suppressing developer transported amount and reducing stress to the developer. SOLUTION: The image forming apparatus is provided with the developing apparatus visualizing an electrostatic latent image formed on an image carrier on a developing sleeve which is rotated carrying the developer. The image forming apparatus is provided with a developer layer forming roller on a more upstream side than the developing region of the developing sleeve and facing the developing sleeve in parallel and at a fixed spacing and the developer transported amount on the developing sleeve is adjusted by varying the number of rotation of the developer layer forming roller.
