PROBLEM TO BE SOLVED: To prevent the communication quality from being disturbed even in the case that a plurality of different applications coexist in a radio communication system. SOLUTION: A plurality of cells are arranged so as to be piled up in the same space, different channels are allocated to the plurality of cells respectively, and the respective cells to which the different channels are allocated are specified as the cells for executing the different applications. A terminal/application correspondence chart holding part 11 of a base station is provided with a terminal/application correspondence chart 17 indicating the correspondence relation of the applications executed by a terminal station and the terminal station, a present station corresponding application identifier holding part 12 of the base station holds an application identifier specified for each base station, and a connection propriety judgement part 13 of the base station judges the propriety of access from the terminal station on the basis of the application identifier of the terminal station which has transmitted a connection request and information stored in the terminal/application correspondence chart 17.
