<P>PROBLEM TO BE SOLVED: To determine whether or not a viewer participates in a program while viewing the program in real time. <P>SOLUTION: A server is connected to a television 20 for viewing a viewer participation program so that bidirectional communication is possible, the identification information owned by the television 20 and the ID number allocated to a viewer 103 are stored so that they are associated with each other, and upon receiving the identification information transmitted from the television 20, the ID number corresponding to the identification information is detected. Then, it is determined whether or not the detected ID number matches an ID number returned when the viewer 103 enters a prize, and it also determines whether or not a predetermine time has elapsed after a radio wave has been transmitted.
