PROBLEM TO BE SOLVED: To obtain seat contact pressure necessary for sealing a communication hole 23 with the minimum load while keeping receiving pressure at the minimum. SOLUTION: Since the communication hole 23 and a ball storage hole 24 are concentrically formed and a valve seat 25 is flattened, receiving pressure which a ball valve 6 receives from high pressure fuel in the communication hole 23 can be reduced. Since contact area of the valve seat 25 adhering on a seal part 27 of the ball valve 6 becomes very small and linear, seat contact pressure necessary for sealing can be obtained with the minimum load. Since a ball guide 26 is formed with the ball storage hole 24 of a valve body 5 as one unit, concentricity of the communication hole 23 and the ball guide 26 is improved. Consequently, the ball valve 6 can be adhered on the valve seat 25 without the ball valve 6 shifting from a center line of the valve seat 25 to outer diameter side in a radial direction.
