Blistering substance has a matrix, an active substance and a polymer. The polymer get melts and decomposed at a temperature of more than 100[deg]C and at least one polymer melts at a temperature of 23-40[deg]C. The low-molecular water-soluble substance has endothermic solution or sorption enthalpy. Independent claims are also included for the following: (A) Substance dispensing system; and (B) Application.
