A regenerated asphalt concrete producing method and a device are provided to generate the new asphalt concrete capable of being mixed with new materials by separating aggregates into materials for a surface layer and a base layer with keeping the components of asphalt. The regenerated asphalt concrete producing device is composed of a crusher(101) collecting the waste asphalt paved on the road and breaking the waste asphalt into pieces less than 25cm; a heating drier(102) separating the aggregates by softening asphalt oil filled between the aggregates to bond the aggregates by heating the crushed asphalt concrete at 70-80 deg.C and applying physical impact to the aggregates separated from the waste asphalt concrete; a cooling drier(130) cooling down the softened asphalt oil of the separated aggregates by blowing the cold air to the separated aggregate discharged from the heating drier with softening the asphalt oil; a second separating net(105) having plural separating holes formed at the predetermined size to sort the separated aggregates with the asphalt oil having the surface cooled down by the cooling drier, according to the size for a surface layer and a base layer; and a transfer conveyor(106) transferring the regenerated asphalt concrete classified according to the size by the second separating net, to each open storage yard.
