<p>An apparatus and a method for providing a VOD(Video On Demand) streaming service adaptive to QoS in a mobile communication system are provided to provide a service at an optimum bit rate by adaptively changing a coding rate of a VOD server when a change occurs in the wireless Internet or an Internet congestion state. A secondary PDP(Packet Data Protocol) context including QoS requested by a terminal is generated. A message transmitted from the terminal to a VOD server is monitored, and if the message is not an RTSP(Real Time Streaming Protocol) packet, the message is transmitted as it is to the VOD server. If the message is an RTSP, the RTSP packet is held and a user radius accounting request message including the QoS is transmitted to the VOD server. After transmission of the message, the held RTSP is transmitted to the VOD server.</p> |
