An improved block transform and quantization method for image and video coding and an apparatus therefor are provided to considerably simplify calculation complexity for image and video signals in an encoder and a decoder. A de-quantization processing unit(228) de-quantizes quantized transform coefficients for decoded video information by using de-quantized transform coefficients for the decoded video information. A reverse transform processing unit(234) applies an inverse transform process to the de-quantized transform coefficients for the decoded video information.
