A system and a method for transferring authentication data of a smart card are provided to prevent exposure of the authentication data related to entire authentication system in case that the authentication data of the smart card is lost or robbed in a transfer process. Multiple smart card issuer KMS(Key Management System) servers(300,320) include a TK(Transport Key) generator, an encoding/decoding part, and an HSM(Hardware Security Module)(310,330). The TK generator generates the unique TK for each smart card issuer. The encoding/decoding part encodes and decodes the transmitted authentication data generated from the HSM by using the TK which is generated/stored for each smart card issuer. The HSM generates the authentication data for the smart card by using an authentication data generation algorithm which is unique to each smart card issuer. An authentication data converter(340) includes TK storing part, the encoding/decoding part, and a controller.
