A reception device and method for determining a timer value for detecting a missed frame in a mobile communication system employing an RLP(Radio Link Protocol) are provided to make a frame perform an optimal re-transmission process by accurately recognizing an actual communication environment and calculating a timer value according to the recognized situation. A physical layer processing unit(220) decodes a received frame and transfers the decoded frame to an upper layer. An RLP processing unit(210) counts the number of frames requested to be re-transmitted, and updates a timer value for detecting a missed frame with reference to the count value.
