Provided are a polyvinyl alcohol composite resin composition that is improved in printability and ductility by using gluten as a ductility improver and is suitable for film for water pressure transfer, and a polyvinyl alcohol film using the same. The polyvinyl alcohol composite resin composition comprises 100 parts by weight of polyvinyl alcohol resin, 0.001-10 parts by weight of gluten, 1-35 parts by weight of a multivalent alcohol as a plasticizer, 30-350 parts by weight of water, 0.001-1 parts by weight of an anionic improver, as a hydrophilicity improver, represented by the following formula 1, and 0.001-1 parts by weight of a non-ionic improver represented by the following formula 2.
