The tank has a tight ad flexible membrane (3) placed in an enclosure (2) and separates air volume (7) from remaining part (6) of the enclosure, where the air is maintained at constant pressure. The remaining part of the enclosure is partially filled with cooling liquid. A release valve (31) associated to a floating device (18) evacuates gas emitted by the liquid. A spring (32) plates the valve for closing an interior of a channel (17), which communicates with the remaining part when the level of liquid in the part is lower than a ceiling level. An independent claim is also included for a method for degassing and surging cooling liquid.
