The device has a tube comprising an internal tubular envelope (14) for retaining a filling material (16) and an external envelope (12) for forming a lattice, where the external envelope surrounds the internal envelope. The external envelope and the internal envelope are realized in geosynthetic and geotextile, respectively. The tube (10) is connected to a complementary structure using a binding unit (20), which is mounted on the external envelope. The tube is connected to another tube (10a) in an integrated manner. An independent claim is also included for a method for manufacturing a fluvial/maritime settlement device.
