<p><P>PROBLEM TO BE SOLVED: To provide a method and a system for effectively decomposing and treating organic chlorine compounds capable of decomposing byproducts decomposed such as chloroacetic acid, effectively utilizing chlorine formed by decomposition, and suppressing formation of an acidic waste solution. <P>SOLUTION: The method for decomposing and treating organic chlorine compounds in a gas form decomposable in the presence of a chlorine gas by light irradiation comprises: a mixed gas production process for producing a mixed gas containing the organic chlorine compound in a gas form and the chlorine gas; an organic chlorine compound decomposition process for decomposing the organic chlorine compounds by irradiating the mixed gas with light; a separation process for separating decomposed byproducts formed in the organic chlorine compound decomposition process from a gas formed in the organic chlorine compound decomposition process; an electrolysis process for decomposing the decomposed byproducts separated in the separation process by electrolysis; and a process for feeding a chlorine gas generated in the electrolysis process to the mixed gas production process.
