<p><P>PROBLEM TO BE SOLVED: To provide an artificial macadam and a block body which can fully utilize waste plastics containing flame-retardant resins and have excellent fire resistance. <P>SOLUTION: Thermoplastic flame-retardant resin wastes and thermosetting resin wastes are prepared. They are separately ground by means of a grinder.
