PROBLEM TO BE SOLVED: To provide a thin and light structure with excellent collision resistance by high traveling of a high-speed railway vehicle, in particular with an excellent sound-absorption characteristic even in a bass area, capable of sufficiently absorbing noises. SOLUTION: In this low-noise vehicle body structure of a high-speed railway vehicle, an under-floor space 7 capable of accommodating an under-floor equipment 6 by side skirt parts 3, front and rear closing parts 4, and a bottom closing part 5 is formed below a vehicle body 2 of a high-speed railway vehicle 1. At least one part of the side skirt parts 3, the front and rear closing parts 4, and the bottom closing part 5 is constituted by a noise-absorbing panel 10 with a surface member 11 having strength, rigidity and permeability, a noise-absorbing member 12 having a noise-absorbing characteristic, and a backface member 13 capable of transmitting acoustic sounds.
