A cosmetic composition for improving oily skin containing the medicinal herb extracts and a manufacturing method thereof are provided to shrink pores in the skin, prevent inflammation and acnes by inhibiting oversecretion of sebum, and improve skin safety. The cosmetic composition for improving oily skin contains the extracts of Rheum palmatum L., Sophora flavescens Aiton, Cortidis rhizoma and Xanthium strumarium L., wherein the amount of each extract is 10-50 wt.% based on the total weight of the medicinal herb extracts. The medicinal herb extracts are obtained by extracting the medicinal herbs with solvent at 5-37 deg. C for 1-15 days; and the cosmetic composition is formulated as lotion, cream, cleansing cosmetics, pack, foundation or make-up base.
